Title : Lawyers Seek the Help of Mathematicians

Lows and contracts have been enacted or repealed to control connection between a pair of persons, companies and etc. The connections can be represented by a network and its representation matrix. This formulation is useful to understand and explain the validity of a low or a contract. Besides, it is desirable that incentives and disincentives in rules increase or decrease continuously. However, most of actual incentives and disincentives increase or decrease non-continuously such as step function.
